The Provincial Attachment System (PAS) consists of two streams:

Patient-facing
The Health Connect Registry (HCR) is a provincial waitlist. Patients register online or by phone and are added to a list of people seeking a family doctor or nurse practitioner in their community. When an FP or NP has space on their panel, the Division’s HCR Coordinator connects them with patients on the HCR.

Provider-facing
The Provincial Attachment System (PAS) has a Panel Registry, where FPs providing longitudinal care verify their clinic information and indicate their desired panel size and their monthly capacity rate. Once FPs submit their list of empanelled patients to MSP Teleplan, that list will autopopulate into the Panel Registry. Please visit Doctors of BC’s EMR resources page for help in submitting your list of Empanelled Patients.
Why it's important to keep your panel up to date:

To fully support you with the PAS, the Ministry of Health has produced a range of training materials and supports that are now available:
Available Training and Supports
- Helpful videos on accessing the PAS and completing an endorsement can be found on the How to Access the PAS Panel Registry webpage.
- Quick start User Guides (12 guides at 2-4 minutes reading time each): The User Guides will get you up and running on the PAS. Access these resources in PAS through the top menu bar in the system and click on “user guides”.
- Short, topic-focused videos (< 2 minutes): These videos are accessible through the PAS Knowledge Base. These bite-sized videos offer quick reminders for various PAS functions.
